To be honest, China now has quite a few RMB 40 million people (at the average exchange rate of NZD/RMB as of September 2015), but there is not much evidence of their source of funds or legitimacy.
The New Zealand government has always been very concerned about the source and legality of funding, SO those who can’t prove the source of funding don’t have to worry about it.
There is also the question of how Rmb40m could be moved out of China within a year, or two years and 24 months at most, given China’s current foreign exchange controls.
However, if you can 1) have more than NZ $10 million;
2) Your funds can prove their origin and legitimacy;
3) Your health and character are all right;
4) In the last two years of the three-year investment, you can live in New Zealand for 44 days each year. Then congratulations, you can get the permanent unconditional PR of New Zealand.
Let’s talk about the next type of investor visa procedures.
1) Complete material preparation;
2) Submit the immigration application to the Immigration Office, which will take about 3 months for approval;
3) The EOI is approved and the pre-approval letter is obtained;
