A passport is a legal document issued by a country to prove the citizenship and identity of a citizen when he enters or leaves the country and travels or stays abroad.
So what is the process of going abroad for a passport?
Here is a small series to talk about.
Private application only because of private ordinary passport, there is no travel passport and work passport, that is to use visas to distinguish.
What are the procedures for obtaining a private ordinary passport?
Chinese citizens apply for passports for private to the city and county public security bureau exit-entry administration department of seat of registered permanent residence application, the general procedure is: (1) the exit application form: I () or entrust relatives and friends to the exit-entry administration department of public security organs of seat of registered permanent residence to receive the Chinese citizens’ entry and exit certificate application form must carry the following materials and documents:
(1) Original and copy of ID card;
¢Ú Submit a passport photo of the applicant;
¢Û Special post personnel need to provide the unit letter of introduction;
¢Ü The applicant needs to be present in person (if the applicant is less than 16 years old, the parents can be alone, but to provide relevant documents, such as marriage certificate, household registration, ID card original, copy);

¢Ú The application form must be filled out in pen. The handwriting should be correct and clear, and should not be scrawled or altered.
¢Û This form is in duplicate and must be filled in completely, and each item must be consistent;
(4) The application number is printed on the upper right corner of the form (the numbers of the four forms are the same), which should be kept in mind for future enquiries;
¢Ý The public security bureau and police station of “registered permanent residence” must be consistent with the records in the household register;
¢Þ In the “name” column, the applicant’s name must be consistent with the record in his ID card and household register. It must be written in standard Chinese characters in block letters. No name change or alias is allowed.
The column of “translated name in foreign language” must be spelled in accordance with the Chinese Pinyin alphabet of the Putonghua pronunciation of the person’s Chinese name, and the family name and the name should be written in two parts, with the family name first and the name second, and the two parts should not be written together.
Compound surname, but also must be written in two parts with the name;
The names of the minority languages shall be translated and transcribed in accordance with the pronunciation of the national languages and with the Chinese phonetic alphabet names;
If the applicant’s name has other spellings, he/she may apply for annotation on the note page.
The column of “ID Card number” shall be filled in according to the number in the official ID card issued by the public security organ, and the number in the temporary ID card shall not be filled in.
Applicants who have not applied for a resident identity card may omit this field or complete “None”.
The column “Date of birth” must be the same as the date of birth (including year, month and date) recorded in the household register and identity card.
The “place of birth” column must be consistent with the record in the household register. If the person was born in China, the province or autonomous region or municipality directly under the Central Government of the country of birth, or Hong Kong, Macao or Taiwan;
If born abroad, enter the Chinese name of the country of birth.
The “place of birth” column must be consistent with the record in the household register.
The “nationality” column must be consistent with the record in the household register.
In the “marital status” column, you must fill in one of the four conditions: “Married”, “unmarried”, “divorced” and “widowed” according to your actual situation.
The “Education level” column should be filled in according to my highest education level.
In THE COLUMN OF “POLITICAL APPEARANCE”, PLEASE FILL IN “MASS”, “LEAGUE MEMBER”, “MEMBER of the Communist Party” or “A Democratic Party” according to your actual situation.
In the “Work Unit” column, please fill in the full name of your work or study unit.
If there is no work unit, you can fill in “retired”, “quit”, “quit”, “unemployed”, etc.
In the “Duty” column, the actual duty held by me or the occupation I have engaged in should be stated.
The column of “Professional title” should be filled in according to the professional and technical titles actually assessed by the relevant departments.
If the professional title has not been assessed, do not fill in.
In the “address” and “telephone” column, both the address and telephone of the work unit and the address and telephone of the home address must be filled in with detailed address, including district, county, town, street name, house number, postal code, etc.
In the column of “Resume”, the main educational background and work experience should be filled in from primary school, including year, month, company name and position, etc., and should be filled in continuously until the date of filling in the form without any time interval or interruption.
In the column of “reasons for leaving the country”, fill in “visiting relatives”, “visiting friends”, “traveling”, “settling down”, “studying abroad” and so on according to the actual reasons for leaving the country and the invitation content of the invitation letter.
In the column of “ONE-WAY or ROUND TRIP”, “ONE-WAY” SHOULD be filled in FOR those GOING abroad for “SETTLING DOWN”, and “ROUND trip” should be filled in for other reasons of going abroad.
“Travelling with a child under the age of 16”, if an adult and a child are applying for a passport together, this should be completed.
For applications for separate passports, there is no need to fill in.
The name, age, nationality or place of origin and relationship of the guarantor should be filled in in the column of “financial guarantee and financial guarantor while abroad”.
In the column of “Study at your own expense”, fill in the name (full name) of the school in the country where you are going to study.
In the column of “Type of international student”, please fill in according to the nature of your study abroad. If you go abroad to study in a language, if you go abroad to study in a junior college, and if you go to university or receive university education, you should fill in “study abroad”.
The columns of “MAJOR STUDIED”, “DEGREE STUDIED”, “Academic YEAR” and “COMMENCEMENT DATE” should be filled in according to THE relevant contents of the “Admission Notice” issued by the foreign (overseas) school.
In the column of “MAIN RELATIVES and FRIENDS at HOME and abroad”, the domestic relatives mainly refer to the immediate relatives and close relatives, while the foreign relatives and friends are mainly close contacts, and must fill in their address abroad (both Chinese and English are acceptable).
In the “Remarks” column, the applicant should fill in the reason for applying for the passport or the evidence, such as “Job offer letter” or “contract letter” for working abroad;
For studying abroad, fill in “Admission Notice” and “Financial guarantee”;
Fill in the “invitation letter” and so on.
(3) Submit the “Chinese citizens exit and Entry Application Form” : ¢Ù fill in the “Chinese citizens exit Application Form” according to the requirements of the form, must be stamped by the unit Party committee or personnel security department, such as unemployed personnel must be stamped by the street office or police station;
If it is a rural hukou, it must be sealed by the rural township Party Committee level department;
(2) A Letter of Introduction for applying for Going Abroad for private Purposes (issued by the unit affixing the seal on the application form at the same time) shall be written at the head of the letter to the Exit and Entry Administration department of the local public security organ, and the content shall be written as consent to the application;
(3) Take a good passport photo (generally small, black and white or color headless photos in the last three months) and stick it on the “Chinese Citizens Exit Application Form” as required.
In addition, prepare at least 2~3 other identical photos and write your name on the back of the photos;
¢Ü Prepare the documents related to going abroad and exit, such as the copy of invitation letter, letter of guarantee, admission notice, etc.
¢Ý Prepare your household register, ID card, work permit or other household registration certificate.
¢Þ To the Exit and Entry Administration department of the public relations agency, submit the completed Application Form for Chinese Citizens leaving China, overseas invitation letter, letter of guarantee, employer introduction letter, household register, work card, student card or unemployed card, retirement card, ID card and my photo, etc.
If an expedited passport is applied for for special reasons, special instructions must be given along with the materials submitted.
All landowners waiting for passport: the exit-entry administration department of public security organs to accept I have submitted the application form and relevant materials and after review decision whether to grant approval for claims for passports, and generally within 30 days (located in the traffic inconvenience remote within 60 days, urgent generally in a week or so) to notify the applicant.

The receipt of passport: when the public security organs accept my application for passport materials, must be reviewed and the process of making a passport, the applicant can be in the prescribed time to wait patiently and can submit materials at the agreed time or after receiving the notice of the public security department to get a passport and exit registration card.
What if the applicant does not receive a notice from the public security department about getting a passport within the prescribed time?
Article 5 of Chapter II of the Detailed Rules for the Implementation of the Law of the People’s Republic of China on the Administration of Exit and Entry of Citizens provides that if an applicant has not received a notice of the result of examination and approval within the prescribed time, the applicant shall have the right to inquire, and the accepting department shall make a reply;
Where the applicant considers that the refusal of permission to leave the country is not in conformity with the Law of the People’s Republic of China on the Administration of the Exit and Entry of Citizens, the applicant shall have the right to lodge a complaint to the public security organ at the next higher level, and the administrative organ shall handle the matter and sign the petition.
In such cases, the applicant may proceed according to this provision.
2. Basic requirements for passport processing 1.
To APPLY for a passport in advance, give the authority THAT ISSUES A passport enough time, do not wait to go abroad when the date is approaching in a hurry to apply, so as not to mess things up.

When receiving the passport, the handler and the holder should carefully check the name, gender and place of birth on the passport, check whether the Chinese Pinyin is correct, and check whether the steel seal, the seal of the issuing authority and the signature are complete.
The passport holder shall sign his/her signature in the passport holder signature column with a pen.
If the name on the passport is wrong, report it to the issuing authority without signing.

Passport is an important identity document for people going abroad. The holder should take good care of it. All items on the passport should not be defiled or altered.

Passport should be prevented from being lost or stolen.
If the passport is lost or stolen abroad, the party concerned shall immediately report in writing to our embassy or consulate abroad;
If lost or stolen in China, the applicant shall immediately report to the relevant passport application unit or public security organ, and declare it invalid in newspapers.
If you need to reissue the passport, you will still follow the normal passport procedures.
If you want to apply for a new one if your ordinary private passport was stolen abroad, you should provide a written report of how your passport was stolen and relevant documents to prove that you have Chinese nationality.
5.
The passport will become invalid upon the return of the holder of an ordinary passport valid for business purposes.
Holders of multiple valid passports shall return their passports to the original issuing authority for unified custody after returning to China.
Those who have not gone abroad for any reason after receiving the passport should also return the passport to the original issuing authority.

Those who want to go abroad again must present the approval document of the mission to go abroad, the approval document of the person going abroad and the letter of introduction from the dispatch department to borrow the old passport.
On December 29, 2015, the Ministry of Public Security issued a notice detailing the requirements for citizens to apply for exit and entry documents, further simplifying relevant application materials and publishing the service and supervision telephone number of Exit and Entry Administration departments of public security organs.
Among them clear, the future citizens because of private entry and exit documents no longer need to submit household register.
On May 23, 2017, the Public Security Bureau of the Civil Aviation Administration issued a notice pointing out that the passport of the People’s Republic of China can be used as a valid in-flight ID for ticket purchase, check-in and security check procedures for domestic flights.
Passengers taking domestic flights shall use the same valid boarding identity card when going through ticket purchase, check-in and security check procedures.
On September 4, 2018, according to the deployment of the National Immigration Administration,
Mainland China (mainland) residents may be applied for long distance across the country in (fill) entry documents, long distance between Hong Kong, Macao and Taiwan team tourist visa, the entry and exit certificate issued by time reduced to 7 working days, to have an emergency visa requirements and qualified foreign applicants provide convenience and so on four convenient new measures on September 1 at each exit and entry of Beijing reception site full implementation.
The Exit and Entry Administration department of the Municipal Public Security Bureau maximizes the convenience for the majority of applicants to travel, making it possible to travel to Hong Kong, Macao and Taiwan “when you say you want to go”.
To have a long distance in (fill) entry certificate requirements of the applicant, in ordinary passport page in the period of validity of visa is about to run out, or is less than 6 months validity is not meet the requirements of the destination country, name, gender, id card number, place of birth, date of birth information changes, such as id card photo changes need to be replaced after renewal situation such as passport photo;
If the validity period of the Travel permit to and from Hong Kong and Macao or Taiwan Travel Permit is less than 6 months, or shorter than the validity period of the intended endorsement, the identity information of the holder has been changed, and this pass needs to be replaced with an electronic (card) pass;
If an ordinary passport, a travel permit for Hong Kong and Macao, or a travel permit for Taiwan is damaged, lost or stolen within the validity period, you can apply for a replacement (replacement) at the 17 exit and entry reception halls and 62 police stations in the city.
It should be reminded that a valid second-generation ID card should be provided for the application, and a valid entry and exit certificate should be provided for the replacement business. There is no need to submit documents such as proof of residence, work or study.
For applicants who need to apply for group travel endorsement to and from Hong Kong, Macao and Taiwan in different places, they can apply for group travel endorsement at 17 exit and entry reception halls in the city with valid second-generation ID card, valid travel permit to and from Hong Kong and Macao or travel permit to and from Taiwan.
When applying for the exchange (replacement) of the Travel Permit to and from Hong Kong and Macao and the Travel Permit to and from Taiwan, the applicant may apply for the group travel endorsement together.
It should be noted that group travel endorsement is not applicable to individual travel to Hong Kong, Macao and Taiwan, and can not be processed through the Hong Kong, Macao and Taiwan card Endorsement all-in-one machine.
The validity period of the Travel permit to and from Hong Kong and Macao and the Travel Permit to and from Taiwan shall be longer than the validity period of the application for the endorsement.
